Sounds weird,have you been trying to start the machine with no air supply or were you just trying that sequence as a test, is your arrow the model that carries air oil to the spindel bearings or are they pre greased.The reason I ask is may be the spindel oiler is playing up or an air pressure switch,I think you will find unless you get the machine running the door latch will stay locked if thats the position the door is in,there should be a key wired to the top of the switch so you can manualy disengauge the lock if the machine is not running.Have you ever had this machine running properly. I remember when my machine first arrived I spent 4weeks going over every thing,man it was painfull although it was in great condition there were a lot of small things that would hault the machines reliability.But now so far it was well worth the effort to get it to a nice little mill with some great features,we have some similar problems with cincinatti techs here in (aus) so we also try and work through the probs ourself,but there are some great techs on this forum that have been happy to help everyone out on more than one occation.Good luck keep looking. Hey man not sure how much help it is but I have a 1994 Cincinnati arrow 500 and it HAD the Emerson Control Techniques FNC SYSTEM on it and I had some problems with it.

You might check your incoming power carefully as well as check and reseat all of the boards in back of the machine. Did you just get the machine or have you had it awhile? I am nearly complete with my retrofit in getting the basic machine working then I will tackle the toolchanger. Learn a lot about machine when you tear it down and start over LOL.
